Jaipur, June 19. Rajasthan Assembly Speaker Vasudev Devnani has said that the long-term and multi-faceted strategic relations between India and France have developed a sense of freedom, equality and brotherhood in both the countries. Devnani visited the parliamentary and administrative institutions located in Paris, the capital of the French Republic (République Française) located in Western Europe. He visited the National Assembly. Devnani understood the geographical location, multicultural society and the role of various regions of this country with an area of 551,695 square km. On this occasion, Devnani, in a formal dialogue with senior MP of the National Assembly of France and Chairman of the India France Friendship Group Thierry Tession and other representatives in Paris, said that Prime Minister of India Narendra Modi and External Affairs Minister S. Jaishankar have emphasized the need for cooperation with other countries against terrorism and to have a consensus on counter terrorism. Devnani said that during Prime Minister Modi's visit to France from 10 to 12 February, 10 MoUs have been signed between India and France on important topics related to nuclear and AI. Devnani informed that ten thousand students of India are studying in France, now it has been decided between the two countries that this number will now be increased to 30000. The focus of the in-depth discussion with the Chairman of the India-France Parliamentary Friendship Group included topics related to bilateral strategic cooperation, joint strategy against global terrorism, digital technology, smart cities, cultural exchange, environment, cultural educational partnership, nuclear energy and modular reactor. Devnani said that the strategic partnership established between India and France since 1998 has now taken the form of a mature and multidisciplinary partnership, with continuous cooperation in areas such as defense, cyber security, nuclear energy, space science and counter terrorism. Devnani also underlined that the new deal of 26 Rafale fighter jets by India in April 2025 makes it clear that defense cooperation between the two countries has reached new heights. He also informed that regular joint military exercises in France are strengthening the joint capabilities of both the armies. MoUs in the areas of Smart Cities, Indo-Pacific Corridor, Environmental Change (INS, ISA, CDRI) and Startups and Digital Science establish India's technology-driven development policy on the global stage. Shri Devnani particularly highlighted the cooperation on emerging AI and small modular reactors in France, which can ensure green energy and future energy security. Speaking on educational and cultural exchange, he described the spirit of the French Revolution of 1789 – liberty, equality and fraternity – as a shared heritage linked to India’s freedom movement and Constitution. Through this visit, Devnani not only represented the cultural splendor of Rajasthan and India’s democratic tradition, but also made a meaningful contribution towards further strengthening and energizing India-France relations. Devnani observed the demographic structure of France, which has a presence of North African, Sub-Saharan African, Asian and European communities along with predominantly French citizens. He particularly appreciated the principle of Laïcité (secularism) enshrined in the French Constitution, and the harmony between various religions – such as Christianity (mainly Roman Catholic), Islam, Judaism, Buddhism and the growing non-religious population. Studying the functioning of France’s semi-presidential republic system, he closely observed the structure of the President (who is directly elected by the people), the Prime Minister (appointed by the President), and the bicameral Parliament (Senate and National Assembly). France’s Napoleonic Civil Code based judicial framework and free and fair multi-party election system were seen as inspirational for the democratic traditions of Rajasthan and India.
